Soil Test fertilizer questions

I just received my soil test for my vegetable garden. Results are:

ph 7.2

P 134

K 197

8.1% organic matter

calcium 2911

magnesium 819

It then states I need .3 nitrogen per 100 sf. Also says 1.2 pounds of regular high N per 100 sf.

I would like to use blood meal or soybean meal to correct my soil. Probably blood meal since p and k are already high. How do I calculate how many pounds I need?

Also, is 8.1% organic matter too high? I usually add 3" or 4" of compost a year. My soil was listed as silty soil whatever that means. I am in zone 5 and grow a normal vegetable mix, lettuce, tomatoes, peppers, onions, potatoes, etc.
