Poor Clay Soil Drainage. HELP!!

I'm preparing to put in a Japanese garden...or so I thought. We in CA have been experiencing severe drought. To save water, I removed the lawn with a sod cutter. Well, now that its been raining heavily, I now have pools of water in my yard. I think I may have cut too much healthy topsoil (if there even was any) away when I removed the grass and am left with a compacted clay soil. I cannot install a French drain as it would be way too much work and I've no pathway for the water to grade and drain away. We also cant just cut the concrete curb and add our own drain to the street without permits, which I doubt the city would grant anyway.
I dug a 1.5' deep trench in one area but its not enough. Are my only other choices to dig and amend the soil? Other options? I even thought of buying a sump pump but where would i drain that water? Oh phewy. Either way its not going to be fun but all shared experiences and advice are welcomed. Thanks
