Pressure too high. So much finger pointing. Help!

TLDR: Plumber says that there's nothing they can do about how my water pressure spikes to 100+psi. Is this for real?

Story:

  1. Sep 2015, I moved in and had a water pressure regulator installed by Plumber 1 as per home inspector recommendation.
  2. Oct 2015, I replaced the water heater using Plumber 2.
  3. Jan, I discovered the T&P valve was leaking. Replaced valve by Plumber 2.
  4. New T&P valve leaking again. Replaced valve by Plumber 2.
  5. New new T&P valve leaking again. Replaced the entire water heater by Plumber 2
  6. Now: T&P valve continues to leak
  7. I bought a water pressure gauge myself and found the pressure ranges from 40-60-100+ especially at night (photos: http://s1192.photobucket.com/user/honestabe20/library/WaterPressure?sort=3&page=1)
  8. Plumber 2: You need to fix the water pressure
  9. Plumber 1: Came today to check the regulator and confirmed it was working. Said there's nothing they can do - call city/water company
  10. City/Water company: Talk to your plumber.
  11. Plumber 1: Ask plumber 2 to install a thermal expansion tank
  12. Plumber 2: That's not an appropriate solution. Fix the water pressure.
  13. ARGHGHGHGGHGH

Additional notes: This is California. I live 200 feet above sea level in a hill.

What would you do in this situation?
