Baking soda & cream of tartar query

  • I was following a corn bread recipe from Fannie Farmer and followed the suggested alternative to sub cream for milk. The recipe said in this case to omit baking powder and to use baking soda + cream of tartar. I thought this is the normal equivalent for baking powder. Why does the recipe suggest this change when the liquid is cream rather than milk?
