Al: small leaves = some type of deficiency?

One of my smaller ficus seems to just be growing stems. Some of the leaves have matured and are small, deformed, lighter green and have a hard plastic-like feel to them.

What do you think?

no pests, good light levels, not over watered. Fertilized with 9-3-6 foliage pro, good humidity levels, gave it some FE chelate recently (but was doing the same thing prior). Only other thing was, a couple months back it got a heavy spray of neem / alcohol / peppermint soap. After that, it dropped all of its fresh growth. Maybe it's still recovering? Or another deficiency? Soil is compacted peat based and I'm waiting till June to switch everything into the 5:1:1.

would a calcium deficiency present itself as such?

Stem keeps growing without any leaves coming out: buds are also smaller than average.

another small ficus "bush" I've been going from cuttings is doing fine and its new growth looks normal. It's in the 5:1:1 but was also doing fine prior.
