Need help with Weeping Willow in front yard

I stupidly planted a very small weeping willow in my relatively small front yard, about 6' from neighbors hedge. Honestly thought it would take perhaps decades before it got somewhat large. Wrong! It's been about 8 yrs and the thing is HUGE, and terribly invasive.

Recently we had a tree trimmer look at it. He said that he would cut it back, but not remove it. PG&E is updating all the lines, and our house is the only one with 6-8 little red/orange flags surrounding this tree and nearby area.

I have been concerned that it do damage to the water/sewage line(s), but never considered the perhaps highly explosive gas lines.

ANY help/input you could give would be much appreciated.
