Flour Storage problems

I keep reading if one keeps flour long enough it produces weevils..i think that is what they are called. My confusion is when is too long ...too long? By that I mean, in an unopened flour 5 lb. bag...if you keep it long enough, for instance as a backup in an unopened bag would that eventually create these pests? Can one open a bag and actually see them is the clue? or are they so small one cannot see with the naked eye? Who knows how long they have been on a supermarket shelve? Or do they appear once the bag is opened?
