Electrical Panel in Small Dairy Cheese Room Needs Boxed in and vented.

My SIL is building a small dairy building and the inspector is requiring that the large electrical panel that is mounted in the cheese making room, be boxed in and isolated environmentally from the cheese room, yet still accessible. It is required that a fan needs to be in the box. Inspector is requiring that the exhaust are be vented into the attic of this wood framed building. Intake air can be accessed from the adjoining room.

My thoughts were to get a carpenter to build a box around the panel, have a door that is weather striped and a grill within the box that accesses the adjoining room for make up air. All of the electrical is coming in from the attic.

Any thoughts on this issue would be welcomed. I know very little about this endeavor, as it has caused some extended family conflicts and I've stayed out. But my DH is helping her as best he can.
