Mulching tree peonies in zone 4b/5a

I'd like to hear from any of you growing tree peonies in zone 4. Do you mulch your plants for the winter or not?

Here's the background. We are starting a very small peony farm in upstate NY, with a focus on tree peonies. When we purchased the farm 3 years ago, it was considered 5a, though some micro-climates on the property appear to be zone 4, while other areas behave like zone 6. This year the property was reclassed to zone 4b however, we have never seen the temperature dip below -15F.

Last year we did mulch all our tree peonies as all had just been transplanted that October (2014). However, for any tree peonies planted in 2014, we do not intend to mulch those plants for this coming winter (2015).

Our concern is that at least one site (cricket hill) suggests that any tree peonies in zone 4 should mulched in order to protect them from winter elements. However, our climate can be rather wet some years. Even though we have all plants in well drained areas, e have to be careful about encouraging fungal diseases. Further, we have full snow cover (around 6-8 ft high) from November to end of march. So plants will not be exposed directly to the winter winds etc.

We would prefer to not mulch for those reasons. However, do we then run the risk of pervasive plant die-back?
