What to use to repair dog dugout by foundation?

Our naughty doggie has had a great time digging giant holes near the foundation on one side of the house, which has caused erosion and runoff issues. (We're finding a way to contain him to a different spot when he's outside on nice days to prevent it from happening in the future.)

To fix that area I need to build it back up to slope away from the house down to the yard rather than sloping *toward* the foundation. After I build up a slope I want to plant a birch or similar tree that will appreciate getting water from the downspout and can help with erosion, plus replace some of the hostas and other plants that doggie dug up.

What should I use to re-build the dirt around the foundation? Could I use free or cheap clean fill, with topsoil over it so the tree and plants can grow? Or all topsoil and compost? Or...? That particular spot next to the house is currently kind of sandy but the rest of the yard is mostly very heavy clay, if that makes a difference.
