Foundation Repair/ Repointing

Could someone suggest specific products/ procedures to use in fixing basement foundation. Seems to be stone below grade and concrete block above--100 yrs. old. Because the mortar in question is at or below grade, it doesn't need to look pretty but does it need to be any particular composition? Since its rocks, Im thinking it doesn't need to be a soft mortar like it would need to be for the brick/concrete block which is above grade? Would hydraulic cement work or...?

Of course I'd prefer cheap and easy and durable but I do want to know what the reality is and would want to be sure it never recracks. It eroded and cracked I think due to downspout draining right next to house for a million years (problem has been fixed).
