Smelly compost - time to harvest?

Hello. I have a vermicomposting system with two trays. The bottom tray has been active since fall. About two months ago we added a second tray. Now the bottom tray is really wet (I can pinch the compost and water drips out). Really wet. I get a few ounces of water a week. Not to mention the flies and smell.

I think the bottom tray is ready to be used as compost. It's nice and black with no visible food left. It's also been there for about 6 months. But again, it's soaking wet. Any ideas to how I can salvage the tray of compost? Can it be used if it's wet and smelly?

This is the first vermicomposting system I've had. I'm not really sure what to do. Advice? Thanks.
