dying new growth on established roses

Help, the new growth on two of my established roses, a Blaze and a Rosa Mundi, is turning yellow, shriveling, and falling off! They seem to be dying from the tips of the canes down. Both made it through the hard winter fairly well. I've pruned, watered, and fed them as usual--both have been top-dressed with alfalfa pellets and Rose Tone, but these are not in contact with the roots. All of this is what I do every year, and all of the other roses are thriving. The Rosa Mundi has always been a little sickly, but the Blaze has been very healthy till now. I'm worried about losing it. Does anyone know what might be going on? Thank you for any advice!
