Drainage for large planters

I have 4 galvanized stock tanks I bought for my roof deck. They are 2'd x 2'w x 5'w. I am putting an 8" layer of empty plastic bottles in the bottom (to reduce the weight since I don't need 2' of dirt).

The planters have a spout about 1" up from the bottom. My question is, do I need to drill holes in the bottom for drainage? Will that 1" of water at the bottom (amongst the plastic filler) damage the plant roots? Will the roots even enter that bottom part that have the plastic?
