How to put very old climbing rose on arch?

I have a very overgrown and tangled climbing rose, probably Thor but maybe Red Fountain, that has never been put up on anything that I can see. It's quite old, at least 20 years and may actually date to the building of the house in the 1960s. (The base of the rose plant is 4 inches thick). I've just put up a rebar arch, and want to get this monster up there. The problem is that many of the canes are an inch thick and inflexible. The whole main cane vs lateral thing is also out the window because I've got canes on canes on canes on base at this point. So the question is, do I leave everything I can't bend on the ground and just start training anything flexible. Or do I start pruning heavily each year and training anything new? I really don't want to do anything permanently damaging to this rose. (The arch isn't finished in this photo - there will be cross pieces.) And being in Boston, many of the canes broke in the snow but are still growing anyway. I suppose I should cut those?
