Very Old Rose Bush With No Roses

I have what may be a silly question - beginning rose gardener here!

We moved into our house in late May (in the DC area - zone 7) and in the front yard there's a very large and overgrown rose bush that was covered with clusters of fragrant white blooms.

I spent the first month focused on the inside of the house, so by the time I turned my attention to the yard, all the blooms had faded. I cut back all the dead flowers above a 5-leaf (that's what I remembered my grandmother telling me to do) and trimmed all the long canes that were spiking up.

I got nice new leaf growth where I had pruned but no blooms. I'm sure it's been neglected for quite a while - does it need to be fed to get longer blooms next year? Is there such a thing as a short blooming variety? I remember my grandmother having roses all summer.

And now that we're headed into Fall, how much should I cut back? The canes are back with a vengeance and overtopping the fence.
