Can pepper plant produce completely not fertile seeds?

Every year I plant 1-2 plant of hot pepper I start from seeds. Few years ago I started to use my own seeds - I understand, that they may not be true to kind, but they were still hot enough for my canning needs. Usually I leave 1-2 best bells on the plant until they fully ready, then pick them and keep at room temperature with seeds still inside, until it's time to plant them. They usually germinate in 7-10 days. Last year I bought seeds in the store, same kind I usually plant - cayenne, they germinated in 7 days and came out pretty good. I picked fruit from them to use this spring. With a difference the seeds from them just didn't germinate this spring - at all. I thought I did something wrong in hot water treatment and reseeded raw seeds. None came up. So my question is - is it possible that the pepper plant produce completely not fertile seeds? Because I am sure that seeds are fresh and stored in the right conditions. Seeds were clean yellow, no mold, no damage, good size.
