interesting plaster job - what to do to fix it?

I'm doing some work in my dining room that includes adding wainscoting & wallpaper. This room used to be a bedroom before I owned the house, and there is evidence of previous built-ins, closets and windows in the interesting plaster repair jobs on each wall. I know I will have to do something about this wall before I wallpaper as the lines will telegraph. My question is, what? I'm considering installing a new built-in in the space that's in the attached picture. Do you think I'll find anything useful if I open up the wall? Should I get the other walls (with similar repairs that I'm not interested in exploring) skim-coated or something else?
