Hydrangea has never bloomed

Hi everyone,
I purchased three Forever and Ever hydrangeas in spring 2013. Two of them had buds starting on them when I purchased and the other did not. I assumed it would bloom since it was early in the season, but for two seasons now there have been no blooms on the one. They are all planted in the same area. All three grow very well as far as size and leaves. One gets lots of blooms, another gets a few and the third gets none. It gets as large as the others and the leaves look great, just no blooms. I don't trim them back in the fall. I leave the dead crispy flowers on all winter and once the hydrangea has grown back in the spring I pull or cut out the completely dead stems. I also fertilize a little bit in the spring.

What can I do to make it bloom?
