One limelight thrives; One has never bloomed

I have two limelights planted the same day side by side out 5 feet apart. One has grown into a 20 foot tree that is spectacular. The other grew into a giant mound of VERY thin branches that just cascade all over the ground. This cascading limelight does not bloom -- maybe 2 tiny blooms each summer. They have been in the ground about 5 years. Should I move the non-bloomer? Is the giant tree stealing all the nutrients?
