Wood Chip Under New TURF?

Hi

I have an area to turf but not just yet as I want to put a shed in place before laying the turf around the same area. The shrubs I had cleared for the shed spot has generated a lot of wood chip (Actually loads and loads).

I was thinking I could lay the wood chip over the exposed soil to prevent dust/erosion/mud. And when time comes to lay the turf just mix the wood chip (use a tiller) into the soil.

Is this a bad idea? I am concerned that the decaying matter under turf might cause problems with the turf. I have read it can withhold nitrogen from soil. What does this mean? Is there chance of fungal attack? Are there any other suggestions?
