Found a house! Now to offer... Thoughts please?

We thankfully found a house! It seems to be listed in line with other current listings in the neighborhood. But there are only 2 sales for the last 12 months.

It has some quirks and maintenance issues.

Quirks are the laundry is directly in the kitchen and would ideally be moved back into the garage (if possible) or make a laundry room elsewhere somehow. Also has no closet doors in any bedrooms. No patio cover in back yard. There's a cement slab, but nothing overhead, which is unusual.

Maintenance: cracked wood in french door to yard, pool needs replastering plus cracked tile and coping repaired, hall bath hasn't been updated in 50 years with original shower tile, toilet, and vanity. Broken garage door opener.

Priced at $312K, still occupied, and only on the market a month in this horrible Phoenix market. My realtor seems to think we should start out offering at $270 and probably land somewhere around $290~295, which would be perfect. Thoughts? He doesn't think one can start out too low.
