Any Medicare Experts Here?

I posted in the "Health" forum here, asking if there's a way to avoid the penalty for not having had Part D coverage since it began in 2006. DH never took a plan because he had no expensive meds. Now he does and will need a Part D plan. The penalty he'll pay is $17.60/month (over $200/year). That will add a third more to the cost of many Part D premiums.
