Deciding Height of New Kitchen Windows

We are installing 2 new windows in the kitchen and we are trying to determine the best height to start them. The visual area actually will encompass the kitchen, dinette, and great room.

The kitchen and dinette have 9' ceilings and the great room has a shy 10'.

The prominent visual line throughout the areas with windows and doors is 27" below the ceiling (37" in GR).

There is another lesser but still VERY prominent visual line in the areas with a secondary set of windows above SOME of the windows (12' wide in GR windows and 1 of the 4 four foot windows in the dinette. This line is 3" below the ceiling (13" in GR)

Being that this will be a PERMANENT part of the structure of the house, it's not a "do over" decision.

At what height would you install the windows?
