Custom kitchen cabinet in California

I am located in N.CA and shopping for kitchen custom/ semi-custom cabinets for my remodel project. The price difference between the two is not huge but I am concern about the finish quality.

Those semi-custom companies discouraged me form custom cabinets because local cabinet makers in CA are not allowed to use catalyzed conversion varnish. That means the finish of local made cabinets will not as long lasting as the imported. Of course, it may be a bias selling point but I would rather be safe.

How do you think about that? I know CA is very strict environment code requirement. Is there other material can be used in CA, which provide the same protection for cabinets as catalyzed conversion varnish?

Any other restriction in CA for cabinet makers that I should aware of if ordering custom? Thank you.
