When to install toekick if floor isn't done yet?

Hi all!

Our cabinets are being installed tomorrow. We haven't done the floor yet (because we haven't decided what we're getting yet) so DH is going to have plywood put down under all the cabinets (L shape + island) so that when we do install the floor, we won't lose that inch of height (I am tall.) So, what do we do with the toekick tomorrow? Should we tell the installer to skip it, and just do it when we do our floor? Also - does this mean we are going to need quarter-round at the bottom of the toekick? I really don't want that - would rather have just the toekick on top of the floor.

Hope this makes sense... any advice?
