dimming dimmable compact fluorescents

I recently replaced the bulbs in the recessed lights in my basement with dimmable CFLs. There are eight cans, but I don't want the two at the end by the TV to be on, so I leave burned-out bulbs in those. That leaves six dimmable CFLs controlled by a dimmer switch. For the first few days, it seemed to work, except at any level below half bright, the bulbs flickered. Now, no matter where I set the dimmer, the bulbs are full bright.

My untrained, inexperienced guesses are:

(1) I have the wrong kind of dimmer

(2) My dimmer was not rated for this load and it burned out

(3) The two burned out incadescent bulbs I left in are somehow causing a problem.

What is the real answer?
