How low can you go? (with receptacles)

Is there a height limit for outdoor receptacles? For a deck, which would be applicable, height above grade or height above deck surface?

I am building a 16" high deck and would like to put a receptacle on the house wall above the deck (how high?), and another elsewhere on the side of the deck which would be below deck level but above grade about 12". All receptacles will be weatherproof boxes with hooded covers on GFCI.

An inspector told me there is no limitation, but I feel like I must have misheard him, there must be some requirement to prevent flooding, no?

Also, all my wires enter boxes through PVC conduit (some PVC T boxes, some alluminum, using threaded male PVC adapters) are clamps required?
