Commercial installation 18awg fixture taps allowed w/ track light

I stopped by a job that an electrician I often sub for is working on. It's one of those places that sells fancy ice cream. The guy in charge says to me that the other electrician he has working with him instructs to use 18 awg wire out of the lighting boxes to power track lights. When he said that I laughed and said hah, that's funny. I figured they were joking. Well the other electrician gets very mad and yells, your still in school, I've been doing this for 20 years, don't you think I know what your talking about?" I said I'm sorry I just assumed you were joking.

I thought track lighting is a section of its own, not having to do with a fixture tap (like for a pendant). Also that a 15 amp track light must be on a 15 amp circuit to restrict people from pulling more (like in a clothing store with 20 par30. Sounds like the 18awg could be a disaster, especially on a 20 amp circuit. Like 20 amps could be loaded on that 18 wire in the worst scenario.

Is he wrong?
