Load Center in basement--only access by going outside?

My wife and I are building a 26x18' camp. Because of climate and space considerations, we are pouring a full basement. However, because of the extremely small floor plan, there is no place for stairs from the living space to the basement. The only way to access the basement will be to walk outside, and enter through a "daylight basement" entry--a 6' French Door. We are doing all of the electrical ourselves, except for connecting power from the street to the load center.

My question is, what are the rules that govern placement of the load center? Does it have to be "in" the living space, or can it be put in the basement? (Of course, our current home has the load center in the basement, but we have interior stairs that lead to it.) I have an idea that there is a code requirement for proximity, accessibility, etc. Can anyone guide me? THANKS SO MUCH!
