Plastic boxes touching concrete

We are in the process of finishing our basement and after the framing and concrete is done I will do the electrical. I was talking to our framer about my electrical plan yesterday and he said he didn't think that it was code to use plastic outlet boxes where they would be in contact (but not mounted to) concrete. For example, where flat-framing is used to fir-out next to the concrete foundation walls. The walls will be drywalled so these boxes would not be exposed to a chance of damage.

I rewired the main floor of our house to code (research, permits, inspections, etc.) so I have some experience here and what he says doesn't make much sense to me. Are there any NEC guidelines on this?
