Off-peak meter and wiring - maybe load miser?

I have an off-peak meter that I am wiring to the water heater but also want to run a plug for the dryer. The load interrupter timer on the meter says 35 amp. The power company's metering specs says that the load interrupter can handle up to 24kW (Peco Philadelphia area) but that maybe just a general statement. Water heater and dryer are 30 amp breakers. My question is will having a 2 breaker panel each at 30 amp overload the meter? If it will is there a load miser or a switch that can be installed to transfer manually between the dryer and water heater? Thanks for the info!
