Child Abuse?

I would really appreciate some input on a sticky situation. Good, bad, neutral - any views are very welcome :)

If a grown man 'accidentally' gropes his 13-year old stepdaughter whilst 'very, very drunk', (open mouth kiss, fondling breasts, etc.) can that be looked at as a one-off drunken incident, or child abuse?

This man is currently on probation after being convicted of child sex abuse, apparently for this incident, although the mother claims a lot more happened, and it started when her child was 9 and continued until she was 13, when she eventually broke down and told the mother.

The man claims his ex wife is a psycho and has made it all up apart from the one-off 'drunken groping' incident that he admitted to and was convicted for.

The police will not confirm or deny anything, citing data protection as the reason, other than to state he does have a conviction for a sexual assault on a minor.

I know my views. I'd really like to hear yours (please).
