Insert Marvin vs. full frame Pella replacement

We have a 45 year old cape with original wood windows and rough hand split cedar shake siding. We live in an established neighborhood and would like to maintain the architectural integrity of our home. We want to replace our windows and also widen the exterior trim at the same time. We are considering quotes from Marvin infinity insert replacement windows as well as full frame replacement Pella proline wood clad windows. We have several rotted sills. We are unclear if we need to do full frame replacement to guarantee that we are doing the job "right" because we don't know what lies underneath. Or will going with an insert replacement and repairing the rotting sills be enough to keep our windows intact for the long term? We plan to replace the exterior trim either way.
