Sounds like you want to change the lights from 3 way switching back to separate control. Yes, this can be done. Change both switches to single pole, remove the 3 wire connection between the two 3 way switches, and then wire out from each of the new switches only the lights that you want each switch to control.
You can put up to 12 devices (receptacles or lights) on each branch lighting cc't.

When you say "remove the 3 wire connection" are you saying after I change the switch all I have to do is just put a wire nut on the red wire? And if the 3 way was removed does that make the other switch dead. Isnt that how the other one gets its power. My intent is when my basement is finished if we are to go down there we dont want all the lights controlled by one switch. One side will be T.V. room the other wet bar maybe pool table. Note that there is no wall separating the two sides, just different areas. If we are not using one side no need for all the light to be on. You get me? Or am I thinking this wrong?

Both new switches must have a hot wire entering and a wire leaving to each bank of lights. You may be able to use the current 3 wire to supply a hot to the more distant (from the power in) new switch. Where the power enters the current 3 way setup from the panel, you'll need to pigtail off that to the more distant switch. To detemine which 3 way is power in, simply turn off the light from either 3 way and use a volt sniffer or meter to the black screw of both switches. One black screw will have 120V. That's your power in. You could then use the red wire to supply power to the further new switch.

NEC (USA) does not limit the number of devices or fixtures on an individual circuit for residences. While not required by the code, I try to limit the area served by one circuit to the area imputed by Table 220.12. That helps result in balanced loads on the circuits. Certain lighting installations may require additional circuits in the same area to handle the load.

bigbird I have a 13 range 5 function Multitester, with red and black wire. It tests DC/AC voltage, DC current, resistance and decibels. Is this what I need to find out which switch is the power? What setting to use?

Set the meter to AC volts, touch one of the probes (doesn't matter which one) to the black screw on each switch and the other probe to ground (bare ground wire or the box itself). If the wire is hot it'll read 120V.

Mike, the short answer to your question about the lights is yes, it can be done. But you will have to do some rewiring/add new wiring. How much depends on how your existing switches are wired now and whether you want to keep two switches (3ways) controlling each bank of lights.

As Bus said, there is no limit to the number of receptacles that can be placed on a general use circuit in a residential application (NEC).

Sorry to be a pessimist, but with electricity if you are unsure about any aspect of the job, don't do it. Only proceed if you know EXACTLY what you are doing. Just my opinion. Based on your questions, it's clear to me you probably shouldn't be messing around with it until you furthur your knowledge.
