Neutral vs. Ground bus in old Square D panel

Apologies: I meant this to be a new thread, but embedded it in another one!

There are three short neutral/grounding buses that run horizontally (!) above the breakers. They ascend, step wise, with the lowest set of lugs (if that's the word) toward the front of the LoadCenter.

I can't tell why the electrician used one neutral/grounding bus rather than another; that is, there are no bare ground wires which in my other panel all go to the same bus, and there seems to be no pattern to his choices--convenience?

Does it matter which bus I use to convert a 240 circuit to a 120v one? I'll leave the existing ground where it is--it's a huge black wire with a white stripe-- where it is and pig-tail the other two: one to go to the neutral bus, the other to a 20amp breaker. (The tails to be # 12.)

Elementary panel question: since the two buses are bonded, why use one exclusively for neutrals, one for grounds? Just to keep things neat, clear?
