OTR microwave and range hood wiring question

We currently have a GE OTR microwave. It has a cord and plug. We have an outlet installed in the cabinet for it.

We are taking the OTR microwave out and replacing it with a Kitchenaid vented range hood. The Kitchenaid requires 15 amps and 120 volts and has to be hardwired.

Can I remove the outlet that was for the OTR micro and make the outlet box a junction box and run 14-2 romex ( 14-2 is the wiring in the outlet)from the j-box to the range hood?

Also, why do some OTR microwaves and range hoods have cords and plugs and some require to be hardwired?
