Replacing old foam insulation

We are remodeling a house that was built in 1977. The master bedroom has 3 exterior walls and seems cold in the winter. When we removed the paneling to replace with drywall we discovered that the existing foam insulation is crumbling and has shrunk leaving large gaps at the top of the wall where it has fallen in and the sides have shrunk away from the wall studs. The foam disintegrates to the touch. We are thinking of replacing all the insulation with the R-13 fiberglass batts. I am wondering if it is necessary to remove and replace the old foam or if we could just fill the gaps at the top. Any input would be appreciated. Thanks.
