Need opinions on my dining room

First, some background...we don't use this room as a DR. It's mainly for storage of my collections of china and glassware, and when we entertain, we usually set up desserts on the buffet. The room is small, just being shy of 10x10, and we have 8' ceilings.

Ignore any clutter in the pics, as I was sorting through the china cabinets. The current light fixture is going to be replaced with a vintage brass chandelier with AB crystals, as soon as we get it rewired.

I'm wanting to make a simple, tailored valance for the window, but use a luxury fabric like dupioni. All of the doorways and pass-throughs in this part of the house have an arch, so I wanted to reinforce that with the valance. Normally I don't care for drapes hung high, but when I taped up my pattern, the upper edge of the valance seemed to disrupt the effect that I was trying to make.

I added an extra 4" to the valance, and hung it to the ceiling.

I'm going to use a pale aqua fabric, which picks up the color in the chandelier prisms, and I have some vintage plates with those colors, that I was going to hang on the wall on either side of the window.

We have a built in cabinet that I was going to paint the same color as the walls.

I also have this cabinet that I was going to paint white, but we also have an antique buffet that's a distressed white.

I'm afraid if I paint the cabinet white, and the built-in the wall color (Behr Calla Lily) that the only color will come from the valance, chandelier, and plates. Would you paint the free-standing cabinet a pale aqua as well? Any thoughts on the valance? Does it seem too big? Any opinions on the hanging height?

I want the room to have an elegant, vintage feel, but still be fairly light and bright, and not too fussy. None of my friends or family has the same decorating style that I do, so no one (not even DH) has an opinion on anything.
