Existing 25 yo pool - Cost to resurface with pebbletec

I live in the California bay area and have an existing 25 yo plaster surface pool. THe pool is 20x40 rectangle in remarkably good shape - no cracking or other issues.

We would like to update it a bit by having it resurfaced with pebble tec.

I got a bid of $19,000 from a local pool contractor - this is only resurface the pool. This is way out of our budget and far more than I expected.

Am I just totally clueless about the costs involved? I have seen where pebble tec adds $5000 to the cost of surfacing a new pool but I don't know anything about the cost to update an existing pool.

Any thoughts or recommendations for pool contractors in the Palo Alto - San Jose area would be welcome. I obviously need a little education.
