Extending Closet Flange

The toilet developed a leak and when I pulled it, I noticed that the top of flange was about 1/4" below the finished floor and the previous owner had used one of those extra thick wax rings or just stacked two.

Went out to the local home center and found a couple of those plastic spacers to extend the flange. The existing flange is cast iron in good shape and rock solid. The subfloor is cut away so there's no way to screw down these plastic rings. I'm thinking some good quality silicone calk to hold them down. I'll need two I think to get above the finished floor by about 1/4'. Will that work?
