plumbing billing practices

I'm on the board of a condo in Chicago's North suburbs, and an owner wants us to pay a bill for rodding out a drain, including rodding the common drain. The work included the rodding and replacement of a couple of pipes. The bill listed $60+ in parts: pipe, a p-trap, a trap offset, and a metal blade. 3 hours of labor for a plumber and helper amounted to $462.

The bill includes several fees that I've never seen before: consumables ($5.50), equipment ($35), a service call charge ($98), fuel surcharge ($4 - we're less than 2 miles from the company's office/showroom).

Are these fees common? I provide onsite support for small business IT, and these fees seem very odd to me.

What parts are required for rodding out a drain? Is the blade likely to be for the snake? Is the equipment charge likely to be for the snake?

The unit owner used a large-ish local company. I used a smaller plumbing company a year ago and saw none of these fees.

Thanks.
