Burning during browning

I was making the Cook's Illustrated recipe for Beef Burgundy and during this step, I had burning problems:

3. Set 12-inch skillet with salt pork over medium heat; sauté until lightly brown and crisp, about 12 minutes. Remove with slotted spoon to Dutch oven; pour off all but 2 teaspoons fat and reserve. Season beef with salt and pepper. Increase heat to high and brown half of beef in single layer, turning once or twice, until deep brown, about 7 minutes; transfer browned beef to Dutch oven. Pour 1/2 cup water into skillet and scrape pan with wooden spoon to loosen browned bits; when pan bottom is clean, pour liquid into Dutch oven.

What happened was that although the beef didn't burn, the fat in the rest of the pan burned then charrred and smoked up the entire house. I am using a flat top electric range (GE) and stainless steel pan - non coated.

After everything started burning I turned the temp dial down to about 7 but I still was getting smoking and burning.

Any suggestions on how I can brown meat with out smoking up my whole house (I smelled it for two days afterwards!)
