Sheltie is now 21 weeks old and does not wag her tail too often

I've posted before about my little Sheltie (who's not so little anymore). She's 21 weeks old now and weighs 19 pounds, so she's big for a Sheltie.

I've noticed that she does not wag her tail very often. When her favorite people come over (or we come home) she does put her ears back and she goes crazy with the typical "I'm so glad to see you" happy greeting, and she does wag her tail then.

But when we're playing in the house or just talking to her or walking around, she doesn't wag her tail. She seems like a very serious dog. She's not *unhappy* and she never tucks her tail between her legs or looks frightened. She just doesn't wag her tail very much.

Even when I call her name and give her treats and praise her, no wag. We're her first home and she's had a pretty good life and plenty of socialization and exercise. I'm puzzled.

Is this normal? Does she need a puppy shrink or what?
