What to do? PO painted directly over wallpaper paste . . .

I knew something was wierd when every surface of the house had wallpaper except the kitchen. We have been in the long process of pulling it all down and prepping walls, thinking . . . that the kitchen would not be so bad since it was the only room w/o wallpaper. I painted some paint samples on the wall yesterday, and I when I looked closely, I realized that it was coming right off. Hmmm . . . I looked closer and picked at it a little. Then I realized why the walls in the kitchen have a funny texture. The PO pulled down wallpaper and painted directly over the paste w/o priming or anything. Let me tell you about this stuff. It is old, old paste that in the other rooms, you can practically scrape off with a putty knife b/c it is on soooo thick.

So, what do I do? Where I put paint up yesterday, I can scrape it down to the paste pretty easy, but not on the regular walls. How do I get down to the paste to prep the walls to paint properly?
