Grainlady? bread flour question

Just what's the difference between "bread" flour & all purpose? I had half a sm bag in freezer-- can't remember what it was used for originally but wanted to use it up as it was getting "old" , so I made a batch of anise/almond biscotti-- using the recipe I've used for years.

The texture of the cookie was unbelievably better that what results with AP-- being a biscotti they were still firm but somehow "softer" tasting. Why ?
