Follow-up:To sand or not to sand - Need help!

I posted a question on May 9 about how to cover or smooth out RL River Rock paint in a bathroom with partly re-done walls.

Here is my original question:

"My bathroom walls had Ralph Lauren textured paint (River Rock, I think). During the remodeling, some parts of the walls were redone and are smooth now. Do I have to sand the walls where the old paint is to make them "uniform" or is it enough to simply prime them once or twice?"

Following the guidance from this forum's experts, we hired someone to apply a compound (DH did not want to mess with sanding). They did it yesterday and said they'd need to come back one more time to "touch up".

My question is whether it is sufficient because when first discussed, they said it had to be applied twice.

The walls look quite smooth now (except for some places) but I want to make sure they are not taking any short-cuts.
