Need Help Preping Walls For Painting-Magic Marker, Etc

I am in the process of prepping the walls for paint. I have removed 2 layers of wallpaper of which both top and bottom of the wallpaper were sealed with white paint, I guess, to prevent the edges from peeling. Some of this paint has come off easily with scraping. However, there is still much to much still left on the walls. What is the best/easiest way to remove this? Also, these old plaster walls look like they were used as chalkboards. They have been all over with magic marker. What is the best way of prepping these walls before painting? I know I need to wash them down with TSP or Dirtex?? Is one better than another? Also, which primer is better for this project, an oil based or shellac based primer. Is it Bins or Bullseye??? Thanks
