painting over primer

Hi there, I hope someone can help me? I had few problem with my living room wall although my house is very new but I wanted to change wall colour. When I coloured my wall,it bubbled and I tried hundreds of things to sort it out. Later I though it has lining paper and took off the bit from the wall but then thought I took off the skim. Still I don't know what it is. Anyways, I have now plastered the bit and now as mentioned on the plaster we are suppose to prime it before colouring. I just wanted to know is it ok to prime on the other coloured wall? so that I can have even colour through out. My wall has gloss white colour and I want the same for whole wall. I can prime and paint on the plastered bit only but I think I should re do the whole colouring to have a even colour through out. Any help is appreciated. Thanks.
