Newly painted bathroom woodwork peels

I had the interior walls and woodwork painted by a painter in Sept. 2007. In one bathroom I changed the color from white to Old Gold, Valspar semi-gloss. When the house was built 30 years ago, can't remember what paint was used. Twenty years ago a painter used flat latex paint. All the other woodwork painted in Sept. is fine, but in this bathroom the paint peels. The painter came back in Dec. and lightly sanded a few spots and repainted, but it has peeled again. What should I do? Will primer painted over the bathroom woodwork fix this problem? Is there a chance that something is wrong with the Valspar paint?
